Affordable Greenville, North Carolina is Perfect Spot for Retirees in Search of Small Town Hospitality, Excellent Health Care and Cultural Amenities

Cost of Living:   Below the National Average

Engaging Greenville, tucked in a peaceful landscape of rivers, bays and sounds in eastern North Carolina, is a fast-growing community (population 63,000) that welcomes newcomers, retirees included, and exudes a warm small town ambiance combined with the sophistication of a larger city.  This is due in part to the presence of East Carolina University, a four year institution that adds a youthful flavor without overwhelming the town with students.   The population here is educated and primarily white collar, comprised of professionals and academics.

Founded in 1771, Greenville got its start as a tobacco producer, and its agricultural heritage is still occasionally on display; today, however, the town's economic blood comes from the University and its highly-rated medical center.  The outstanding health care is one reason retirees choose Greenville; its affordable housing and relatively mild weather are others.  Of the population, 16% is age 45 to 64, and 9% is age 65 or better.

There are wealthy areas of town, of course, but most of the neighborhoods are leafy, comfortable and middle class.  The average cost-of-living is roughly 5% to 10% below the national average; contributing to this is the reasonably-priced real estate.  The City of Greenville states that the average home price is $138,400, but our research shows it to be closer to $175,000, still well below the national norm.  Inventory on homes less than $300,000 is tightening, but homes above that price are not selling as well, so there may be deals to be had in the higher price ranges.  Condos and town homes can easily be found for less than $100,000, and very attractive three bedroom, two bath homes with 1,500 or more square feet can be found in the $175,000 to $200,000 range.   For foreclosures in Greenville, click here (advertisement).  Use zip code 27833.

 

This town is growing and has seen a 43% increase in population since 1990; as a result, many new neighborhoods have been springing up.   Cypress Landing is an all-ages, gated, master-planned golf community with a marina located about 30 minutes outside of Greenville.  It has 720 single family homes, some rather stunning, ranging in price from $280,000 to more than $1 million dollars.  Lot prices begin in the $70s.  

Cypress Glen is a continuing care retirement community with apartments and private homes for lease; entrance fees range from $22,000 to $120,000, depending on the type of housing desired.  Independent living monthly fees average $1,500; assisted living monthly fees average $2,500.

Apartments for lease appear to be in plentiful supply and reasonably priced; the average monthly rent for a one bedroom unit  is roughly $475, and for a two bedroom apartment it is $525.  There are apartments that are less.

Greenville also has thirty-four mobile home parks, which is a lot for a town this size; none appear to be age-restricted.

Recognizing the importance of its heritage, the town has four historic districts listed on the National Register of Historic Places.  One of the most significant districts is the College View Historic District, a section of town adjacent to the University that is home to many wonderful early twentieth century examples of Craftsman, Spanish Colonial Revival, Spanish Eclectic, Colonial Revival, Italian Renaissance Revival and Tudor Revival architecture.  Homes in these areas must adhere to strict renovation guidelines.

Property taxes are charged at $13.18 per $1,000 of assessed value, and homes are assessed at 100% of market value.  The annual taxes on a $200,000 home would be $2,636.  There is a $20,000 homestead exemption for those 65 and above who have annual income of less than $19,200.  The city also has an Urgent Repair Program to help those on limited budgets who need emergency home repairs.
